1. 中国政府已收到亚洲开发银行(亚行)为四川资阳绿色转型和发展项目的成本所提供的资金,并打算将部分资金用于上述合同项下的付款。招标对来自亚洲开发银行合格来源国的投标人开放。
2. 资阳高新技术产业园区管理委员会(采购人)现邀请合格且有资格的投标人就检验检测设施二期递交密封的投标文件。
项目建设范围:资阳市高新区城南工业集中发展区(面积约25.52平方公里),建设内容主要包括电气安全实验室仪器设备、环境可靠性实验室设备、理化分析实验室仪器设备、生物实验室仪器设备等,完成时间要求为1年(365天)。
3. 公开竞争性招标将按照亚洲开发银行的一阶段单信封程序进行,并向招标文件中所述合格国家的所有投标人开放。
4. 投标人的资格要求包括:
(1) 合同未履行历史记录
自2018年3月1日起,未曾因供应商违约而导致合同中止。
(2)未决诉讼
所有未决诉讼和仲裁(如有)均应视为针对投标人的解决方案,因此总计不应超过投标人净资产的50%,计算为总资产和总负债之间的差额。
(3)合同经验
在过去五(5)年内(自2018年3月1日起),作为卖方成功完成至少1个合同,并且每个合同的金额不少于5200万元人民币或756万美元,且合同中包含类似于第六章“货物需求表”中所述的“色谱仪”、“光谱仪”或“质谱仪”等设备。
(4)技术经验
(1)投标人应证明所提供的货物有:
1)所提供的货物至少有三(3)年的生产经验;
2)在投标截止日期前3年内,至少有10台(套)包括液色谱仪、气相色谱仪、质谱仪及类似型号和规格的货物分别已经销售;
(6)生产能力
(1)根据第六章(供货需求一览表)中的交付和完工时间表规定,投标人或制造商应证明其能提供买方要求货物的样式、尺寸和数量。
(7)历史财务状况
提交过去3年(2020-2022年)经审计的财务报表或者买方接受的其他财务财务报表(投标人所在国家法律没有相关要求的情况下)以反映投标人当前财务状况的稳定性及其长期的盈利性。如果投标人递交的是没有经过审计的财务报表,投标人须提供其所在国家没有相关财务报表审计法律要求的证明文件。
最低要求,投标人过去3年每年的净资产(按总资产与总负债之差计算)均应为正值。
(8)运营规模(年均营业额)
最低年均营业额1.3亿元人民币(或美元1890万元),按过去3年(2020-2022年)里已完成合同或实施中合同经核实的已收到的付款计算。
(9)现金流能力
可利用的速动资产、授信额度和其他融资手段,足以满足履行合同所需要的现金流2000万元(或美元:290万元),或其他等值货币。

1. The Government of the People’s Republic of China has applied for financing from the Asian Development Bank (ADB) toward the cost of Sichuan Ziyang Inclusive Green Development Project, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
The Ziyang High Technology Development Zone Administrative Committee (“the Purchaser”) invites sealed bids from eligible bidders for Testing and Inspection Facilities— Phase II.
Scope of Contract: Chengnan Industrial Development Zone of Ziyang High Technology Zone. The construction contents mainly include Electrical Safety Laboratory Equipment, Environmental Reliability Laboratory Equipment, Physical and Chemical Analysis Laboratory Equipment, Biological Laboratory Equipment and related services. The completion time: one year (365 days).
3. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.
4. Qualifications requirements include:
(a) History of Nonperforming Contract
Nonperformance of a contract did not occur as a result of supplier default since March 1, 2018.
(b) Pending Litigation
All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% of the bidder's net worth calculated as the difference between total assets and total liabilities.
(c) Contractual Experience
Successful completion as main supplier within the last five (5) years (from March 1, 2018), of at least one(1) supply contract, valued at CNY 52million (or USD 7.56 million) with nature, and complexity similar to the scope of supply including "Chromatograph", "spectrometer" or "Mass spectrometer" with similar specification described in Section 6 (Schedule of Supply).
(d) Technical Experience
a) The Bidder shall demonstrate that the goods offered have:
(i)been in production for at least 3 years, and
(ii)Chromatograph, spectrometer or Mass spectrometer has been sold a minimum of 10 units for each item of similar type and specification over the last three (3) years;
(e) Production Capacity
a) The Bidder or manufacturer shall demonstratea that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply).
(f) Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last three (3) year calculated as the difference between total assets and total liabilities should be positive.
(g) Size of Operation (Average Annual Turnover)
Minimum average annual turnover of CNY 130 million (or USD 18.9 million) calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.
(h) Cash Flow Capacity
Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 20 million (or USD 2.9million).
